Public bug reported:

shared-secret should not be asked in the .postinst.

Instead it should only be asked in the .config.

And instead of making the ask sensitive to whether or not /usr/sbin
/maas-region exists, but instead make the priority sensitive to having
/usr/sbin/maas-region. E.g. low, if region is available, and high on
rack-only.
