I am closing this because this sounds rather like a problem with the
switch. There also was no more feedback on this topic, Should this issue
persist and the switch really support 10M (other devices successfully
running 10M there), please re-open the bug.

Unfortunately I was not able to find out much from Cisco pages. There
seem to be various configuration alternatives behind the same series. In
the end the big question is, whether it is the switch that does not
allow 10M speed setting. Everything that ethtool reports is with regards
to the ethernet
The exact model is Cisco Catalyst 3550 series.

Could you provide the exact model of the switch or check whether this is
probably a 1000/100 switch? If that would be the case, the behaviour
sounds expectable. Even the brief period without any connection.

I tested it with a 10M/100M switch, and it can be set to 10M speed.

Is the bug that it doesn't allow you to force to 10M, or that it will
not negotiate at 10M? I'm wondering if it is connected to a 10M link,
that it will work (I don't have any 10M hubs/switches to test with
though).
If that's the case, could we consider this Medium or Low priority?

With Hardy Alpha1 it looks like auto-negotiation was turned off
("Advertised auto-negotiation: No"). However, with Hardy Alpha2 it
looks like it is on ("Advertised auto-negotiation: Yes"). It had been
mentioned me to that auto-negotiation must be off in order to force the
speed and
I tested it in Hardy Alpha 2. This bug is not fixed.
There is no error message shown when using ethtool to change the speed
to 10M. But the speed remains unchanged. As following:

Hardy Heron Alpha2 was recently released. It contains an updated
version of the kernel. You can download and try the new Hardy Heron
