Frankly I had given up on customizing the stock sound schemes. It was
getting harder and harder to fight against the current and have custom
sounds. I now operate in silence... no start-up sound at all. Last I
recall, it was extremely hard to swap out one-off a particular sound to
an alternate
why system-ready.ogg have execute right ?

Update on this issue:
1) Some .wav files still do not play in Ubuntu 9.04 when associated with
a Gnome event, such as desktop login. Those same .wav files DO play when
I hover the mouse over them in a Nautilus window. So this bug seems
specific to what ever plays the file within Gnome events and
I just re-noticed Brian's suggestion to specify ALSA for all sound
drivers. I did that, rebooted, and the broken sound files are still
broken.
