This bug is invalid in that the official format is xx.xx.xx, even though
in casual use xx:xx:xx sees a lot of use due to influence from other
countries.

Thanks for your report.
Ubuntu uses the locales provided by glibc. glibc in turn uses CLDR as a
guidance for time format, and there the prescribed format for Finnish is
XX.XX.XX.
We won't change this in Ubuntu only. I would recommend that you file a
change request at CLDR:
