As mentioned in the Debian bug report, this issue has been resolved. I've verified that on newer Ubuntu releases (19.10 and upwards), oz has a strict dependency on python(3)-monotonic. If you need a fix for the bug in previous versions of Ubuntu, please perform as much as possible of the SRU
