According to our understanding of the comments and logs provided, the
original hard lockup is different to the one latest reported. So it
seems safe to say testing shows the original problem is resolved and a
new problem which is much less serious is observed.
So I will mark the verification of
I built a .deb version of the kernel that is currently in -proposed.
The test kernel can be downloaded from:

I just confirmed the two requested patches are in the Ubuntu-4.15.0-29 kernel:
