Consensus seems to be in most situations stepping is not really an
issue. I prefer not to and have configured accordingly but I get the
arguments for stepping so users see a fixed

Hi Pedro,
worth a discussion for sure, but this was chosen as the default because it is
also the same in Debian and more important in the upstream project itself.
See example configs:
$ grep makestep examples/chrony.conf.example*
examples/chrony.conf.example1:makestep 1.0 3
