Indeed there was - in /etc/modprobe.d for r8168-dkms. I ran sudo apt-get
purge --auto-remove r8168-dkms
and all is working as it should.

removed it.

Quite likely that you use out-of-tree r8168 instead of r8169:
Kernel modules: r8168
Please remove r8168 and see if the issue persists.

This is a regression. All was fine before upgrade from 17.10 to 18.04.
Also worth noting is that previously, wired connections were named eg Realtek
Ethernet Connected, Intel Ethernet Connected instead of PCI Ethernet Connected
and Ethernet Connected
