qtile has been removed from the Debian archive -
https://bugs.debian.org/952120 at the request of the
maintainer. It was subsequently removed from Ubuntu
(Focal) on 2020-03-02. Closing as package won't
feature in any future Ubuntu release or be upgraded
in any existing release.
