Great, it works also on my PC now.
When I exported it, I had a different PC with 2 monitors and bigger resolution.
Could this be the problem?

I was able to make your configuration work by removing these two lines
from the config.txt:
/panels/panel-1/output-name 'monitor-1'
/panels/panel-1/position 'p=8;x=94;y=1019'

I will try to reproduce this bug with your config file.
Were you able to restore the default panel configuration? Alternatively,
you should be able to run "xfpanel-switch", and pick a preset.

When I write "xfce4-panel" in the cmdline, I get nothing, the terminal
is stuck. When I press Ctr+C, I get this.

What terminal output do you get when trying to start xfce4-panel?
Other than that, you can restore the default configuration by removing
the following files:
~/.config/xfce4/panel/
~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml

I reproduced it very easily and the problem is that I don't have any
panel at all now, even after restart :((, it's really not pleasant, I
hope I don't have to reinstall the linux.
