The issue is still present on disco with VLC 3.0.6-1 and GNOME 3.30.1.
I'm happy to deliver any relevant log files to resolve the issue.

Same problem here, display freezes if I move the mouse over the position bar in
full screen VLC. The sound keeps on playing. Although closing the lid of my
laptop so that it suspend itself, and then resuming makes it unfreeze.
Ubuntu 18.04.1 LTS, VLC 3.0.3 Vetinari (3.0.3-1-0-gc2bb759264), GNOME
snap installation of VLC 3.0.4 (Vetinary) is not affected with this
freeze

It happens in Xorg too. When I am in fullscreen and I hover the mouse
over the playback position bar the video freezes a moment and if I click
to a different position it freezes for a lot of time or forever and I
have to reset my pc. Intel HD Graphics 3000. Ubuntu 18.04.1 LTS. VLC
3.0.3-1-1ubuntu1.
Me three. Intel Iris pro 5200. Xorg is fine. Wayland crashes on full
screen. Ubuntu 18.04.1. VLC 3.0.3. Wayland 2:1.19.6-1ubuntu4.

Crashing the whole Wayland display server would be a bug in the Wayland
display server, not in VLC.
The trigger for the display server bug may be a VLC bug, but the
crashing would be a display server bug nevertheless.
