Public bug reported:

After upgrading from 16.04 to 18.04 synaptic failed to start. I get it
to work from the command line with xhost + and sudo, but pkexec fails.
It only shows the build in commandline authentication, but that fails
obviously because of it is not a registered agent for polkit.

If I try to register the polkit-gnome-authentication-agent-1 I get the
message:  cannot open display: :0. After xhost + it fails with: ... The
name org.gnome.SessionManager was not provided by any .service files.

On other systems everything works as expected. I know there is a bug
report from 2012 with similar behaviour. I can't find any differences to
my other machines. This bug is very annoying and it would be very
appreciated if that gets solved.
