This was marked as a duplicate of 1786233 which is partially true, except that
I also saw
the behavior in other folders as well...such as in home/documents.

Yes it was a fresh install. I installed Bionic Beaver x64, one week
ago. It was not an upgrade, it was a "clean" install on a newly
formatted disk drive.
