They probably plan to stick with Java 10 for a while because if one read the latest changelog, it's stated they backported security fixes from Java 11.0.1 so it doesn't make sense to do that and then to upgrade to the full Java 11.0.1 soon after: https://launchpad.net/ubuntu/+source /openjdk-lts/10
