Public bug reported:

When restoring "apt-file update" download behavior (using /usr/share/doc
/apt-file/examples/apt-file-2-update.sh --install) "apt-file update" and
"apt-file find" use packages contents in /var/lib/apt-file/lists

But "apt update" still always download package contents to
/var/lib/apt/lists

It seems disable content fetching (/etc/apt/apt.conf.d/60disable-
contents-fetching.conf) does not work

It is reproduced in 18.04 and 18.10
