I reproduced the bug; I ran the game Tremulous in full-screen mode and
started a game and many of my gnome-panel applets shifted right (it
happens randomly) whether they are locked or unlocked.

It happens since a very long time ago (many past releases) and it
doesn't matter whether you have visual effects open or closed, this bug
can seriously affect the user experience, please resolve ASAP, I can
send you whatever information you need.
