Public bug reported:

Binary package hint: osdclock

Trying to launch osdclock at login (from sys -> preferences ->
sessions).

The clock appears on screen, but when gnome panel starts, gnome panel
obscures osdclock.

As a workaround, I can delay osdclock starting, launching this script
from sessions instead:

#!/bin/bash -x
(sleep 10 ; nohup /usr/bin/osd_clock) &

This way, osdclock appears on top of the gnome_panel, as intended.
