Public bug reported:

When I add no_proxy environment to /etc/environment whole domain e.g
no_proxy=.example.com or *.example.com and reboot the system - this no
proxy value doesn't work. When I try to wget some address in example.com
- system still use my proxy address.

When I add full name of host to no_proxy, e.g test.example.com, restart
system and wget this address - it is successful, no_proxy is working.

There is only in Ubuntu 18.04, 4.15.0-42-generic
