I tried to reproduce this on openSUSE Tumbleweed. I logged in to my own
system and installed a snap without any issues. I will repeat the test
on the same kind of system as you described. I will also look at what
may be wonky in path discovery but on quick thought nothing rings a
bell.

Yes. It's in /sbin/apparmor_piercer, and is in the path for root when I
sudo to it, but not for ordinary users.
