Public bug reported: Bluetooth does not seem to be working for the Ubuntu Bionic 18.04.2 preinstalled-server image released for raspi3 on arm64. At present, it seems that the `pi-bluetooth` package provided in raspbian is missing from the current ubuntu package list. I suspect bluetooth it self not functional due to the missing udev rules provided by this package.
