I suffered the same problem. My Huawei E353 Mobile Broadband dongle on
Ubuntu 16.04.6 LTS stopped working after the following updates:-
'Start-Date: 2019-02-23 10:10:31
Commandline: aptdaemon role='role-commit-packages' sender=':1.94'
Upgrade:
libdns-export162:amd64
Correction to previous post:
Updates from 2019-02-24 did NOT corrected the problem.
The problem disappears when Ubuntu 16.04 is started as reboot after Kubuntu
18.04 session.
Kubuntu 18.04 operates modem properly both after cold start and reboot; Ubuntu
16.04 operates modem only after reboot
Updates which apparently contain fix:

I had the same problem. The usb modem was detected as CD-ROM. I had to install
driver manually and now the modem works fine. See
