The confinement is working as designed.
We have plans to improve the usability, but if and when those are done,
they won't be in snapd itself, so I'm setting this bug task as Invalid
for snapd.

Thank for your advices! You really helped me. After I entered this command
to the konsole, I had troubleshooted. But I believe, you should allow to
turn this feature as default, because typical user can not guess for this
manipulation.

snaps can not access any removable media until you connect the
removable-meadia interface ...
either via the GUI tool in the software center (look at the telegram
page there) or via command line:
$ sudo snap connect telegram-desktop:removable-media
this permanently allows telegram to access
Can you try connecting the removable-media interface for these snaps?
snap connect telegram-desktop:removable-media :removable-media
