Uninstalling gnome-shell-extension-dashtodock completely and restarting gnome shell seems to resolve this. The confusing thing is that the description for the Ubuntu Dock in the GNOME tweaks application says, "This a mock extension. It does nothing if installed from extensions.gnome.org. Please
