Public bug reported:

dogtag-pki fails its autopkgtests with resteasy3.0 3.0.26, which is
currently being SRUed as part of the openjdk11 transition.

It appears that certutil is failing, and this impacts pki-tps usage.

This is possibly a runtime regression, but is being allowed (for both
bionic and cosmic) due to the much more severe security impact of not
updating to openjdk11.
