Steps to reproduce:
1. Configure Caps lock to switch to the first layout and Shift+Caps lock to
the last layout.
dconf write /org/gnome/desktop/input-sources/xkb-options
"['grp:shift_caps_switch']"
2. Try to use these shortcuts to switch
