we move release-upgrade-motd, the bit that downloads and checks for a

The design of cron.weekly is such that it would be wrong to vary its
time of day, and it would be awkward to add a random sleep within the
cron.weekly script itself for this (though we have done such things in
the past). I think we will want to move this to a systemd timer unit
instead.
