Mainline kernel disables r8169's ASPM, so it may help.

Same problem withe HWE kernel 5.0.0-25-generic so it seemns an
neverending problem with realtek kernel drivers. Is there a chance to
get this working correctly ?

option to use 18.10/19.04/19.10/20.04 kernels through use of enabling
the HWE kernels (hardware enablement stack kernel), where current 5.0 >
