I encountered the same issue. I was planning to reinstall OS as
restarting/shuting down/reinstall application did not help. This issue
started happening after changing placement left to right in window
title

SOLVED: I found the fix for the gnome-tweak tool. In my case, it turns
out the rapid flickering occurs when Animations is disabled in the
GENERAL page of GNOME-tweak. Re-enabling Animations stopped the windo

I can confirm the bug, exact same behavior here. Upgraded from ubuntu
19.04 and same flickering effect.
* I open the Tweak tool window
* I try to hover one of the left menu's items -> it flickers, I can not manage
to click on a menu item sucessfully

Well, the same problem happens in the "Parameters" dashboard. If I get
it well, there are three breakpoints:
* no left-menu displayed
* a narrow left-menu displayed
* a larger left-menu displayed
In the case of a narrow left menu, flicker happens at least in the Tweak
tool and Parameters app.

yeah, i tried both the condition and yes the problem is equally
persistent in both the cases. moreover what i realized is when the mouse
hovers over one of the menus in gnome tweak box, it assumes it as the
click input and keep dancing between the menu pressed and non pressed
situation.
