I would love to be able to reproduce the issue but it is impossible for
me to return my laptop back to where it was before the upgrade from
19.04 to 19.10. I guess you can close this issue.

Indeed, the mysql-8.0 pre-install script does in fact attempt to
shutdown an already loaded server, although there are some conditions
where it cannot do so, and opts to leave this to the administrator:
