Public bug reported:

Changing the volume with the help of the mouse/touchpad, scrolling on
top of the sound icon used to work fine in the older versions of gnome
shell. In Ubuntu 19.10, it does not. I scroll, but the graphic indicator
that shows on the screen lags behind, even jumps. If needed, I could try
to record it as video. There is definitely some performance issue over
there.
