Thank you for reporting this bug to Ubuntu.
Ubuntu 19.10 (eoan) reached end-of-life on July 17, 2020.
See this document for currently supported Ubuntu releases:
https://wiki.ubuntu.com/Releases
We appreciate that this bug may be old and you might not be interested
in discussing it any more. But
Wayland now works for the psb/cdv variants of gma500 as of kernel
version v5.6 using the open source mainline kernel unaccelerated gma500
driver.

Although you are complete right about "I guess an udev rule to disable
Wayland for GMA500 is all that is needed."

Title:
Wayland doesn't work
Although you are completely right about "I guess an udev rule to disable
Wayland for GMA500 is all that is needed."
** Package changed: xorg (Ubuntu) => mutter (Ubuntu)
** Changed in: mutter (Ubuntu)
Importance: Undecided => Low
** Changed in: mutter (Ubuntu)
Status: New => Triaged
It appears GMA500 is the infamous Poulsbo with PowerVR GPU:
https://en.wikipedia.org/wiki/Intel_GMA#GMA_500
This means it is closed source and we can't support it :(

If you can write and test a udev rule that works then we can get it into
a future version of Mutter. So please open an upstream bug for that at:
https://gitlab.gnome.org/GNOME/mutter/issues
