I now tried to recreate the situation on an HWE LPAR with HyperPAV alias devices enabled and it works for me, but my usual alias device range is much smaller. No observable delay on reboots. So it could be a problem with the alias device ranges 17** or 27**. I had a look the FICON adapters states
