It is hard to feel any enthusiasm from Ubuntu to backport the fix.
Considering how many issues I have run into trying to use Ubuntu WSL image, I
am not sure Ubuntu has any real interest in WSL. Just like Apple is not really
into that boot camp thingy.

Same problem on 3 different PCs but MySQL won't start.
WSL1, all Windows and Ubuntu updates,
also try to:
- reinstall MySQL,
- change repository to
https://repo.mysql.com//mysql-apt-config_0.8.14-1_all.deb
- reinstall Ubuntu 18.04
Always stop at:
mkdir: cannot create directory ‘//.cache’: Perm
