Timo, there are multiple code paths involved in selecting the keyboard
layout. Can you give us a step-by-step for reproducing this, starting
from the bootloader?

I can reproduce, 25-04-2015 installed from usb stick, keyboard layout
was properly detected and I tested it was fine, but in username password
screen layout was wrong. After installation layout was right.

I can no longer reproduce this either trying the 2020-04-20 daily ISOs
for Ubuntu proper as well as Ubuntu Budgie, so apparently it has been
fixed. While it would be nice to know which commit fixed this, looking
through the recent git commit messages, nothing obvious jumps out at me.

I tried this with the release candidate image from today and couldn't
reproduce it.

I had same issue with « regular » Ubuntu 18.04 installer.
No need for dvorak or being in NY ;-)
If you launch a usb-live-session and go straight to installation,
problem is reproducible.
If you first try-in-live and later then install, there is no keymap
problem.
