During daily usage I guess so. Or the icon in the panel even more. But
when a user configures the system for the first time, it is not a very
encouraging first impression of a distro when the settings configuration
utility do not work.

I noticed that the issue presents itself only when accessing the
Settings tab through the Budgie Welcome app (From the initial frame of
the app selecting Getting started->Configuration Tab->Settings->Sound
Tab). So it might be indeed Budgie related after all.
