I had confused one bug report with another.

Anthony, the problem you now describe is very different from that which
you initially reported which is probably why the bug report was moved
from vlc to the Ubuntu project in general on 22nd April.
Is the shutdown problem reproducible on both the desktop and laptop or
just the issues with vlc?

To answer your question, no. The problem has not been resolved. I've found
that I can use KsysGuard to kill VLC and then I can load another video. But
if I close VLC, it won't load another video without killing it or rebooting
the system.
I've replicated this on a desktop
Why you reported your problem against the VLC media player is a mystery
but since since six months have now elapsed without further comment can
this bug report now be closed?
If you should still have an outstanding issue then I would suggest
creating a new bug report against the Linux kernel by is
