I found a file locked by a process I didn't kill when trying to get out
of the look where it was repeatedly asking if it should install grub.
The instructions on finding that process here helped me.

My last post (#8 above) should not mention two files. I was confused by
the comment above and went looking in the same file twice. The error
still persists though, even with $ sudo apt upgrade -f

Both of those are already without semicolons for me. I had to kill the update
process, because it was stuck in a look asking me if I wanted to replace grub
or not with a GUI window. I then did:
$ sudo ap

for me removing the one ; in the end of line 19 over /var/lib/dpkg/info
/grub-efi-amd64-signed.postinst fixed the error.
