I see. I think you need to explain this change to users within Firefox
itself. Once 20.04 becomes stable, I think you're going to have a lot
more people viewing this as a bug and complaining.

No he's not saying that. He's saying the cost of providing this "basic
feature" is too high for our capacity and the perceived benefit, given
that unity is not the default desktop environment any longer, and that
firefox has long ago moved to a single menu that gives access to
everything.
