Public bug reported: I think it is related to https://bugs.launchpad.net/ubuntu/+source/mutter/+bug/1862081 If you enable fractional scaling, for example 125%, and play video in fullscreen mode (youtube, vlc, gnome videos), application will constantly resize. This makes fullscreen mode unsuable.
Problem does NOT occur when you disable fractional scaling. This bug has 100% reproducibility. I don't really know if it's mutter fault, but this is the only culprit I found in my research.
