Thanks for the detail, indeed it has the wrong bug depends on libidn, I
reported that to Debian now
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=959868
I've also tested a build in a ppa, https://launchpad.net/~ubuntu-
desktop/+archive/ubuntu/ppa/+build/19267763 and indeed your testcase
works
With idn:
$ ping öbb.at
PING öbb.at (195.69.192.140) 56(84) bytes of data.
Without idn:
$ ping öbb.at
ping: öbb.at: Name or service not known
