Public bug reported:

While upgarading from ubuntu 16.04 to 18.04 this error : Could not calculate 
the upgrade occured.
Initially it said to remove unofficial software packages not provided by 
ubuntu. I did it. But after that the same error showed but this time it doesn't 
said to remove unofficial pacakages. It just that report it or otherwise you 
may try yourself by viewing apt.lof and main.log. I tried to see through them 
and found many packages related to ROS being broken. Now I don't know what to 
do further.
