Public bug reported: I'm just trying to upgrade from to 20.04. It is the guest OS in vmware workstaion running on win7-64. I also tried installing a FRESH Ubuntu Mate 18.04 as the guest in VirtualBox running on Mate 20.04 and the same error happened when I ran do-release-upgrade.
