You selected the clock to be in UTC, Windows etc use localized time.
This is not an error per se.

So where is the option to change it so it's consistent with the BIOS. I
have mines on manual, but I don't see any option regarding UTC or
localized? So where do I go to adjust that?

No, this is not the case for me at least, I don't know about the other
fellow... I have reverted back to Ubuntu 7.10 and have had no problems
with the clock sync. William

Clock
I own a Dell E1505 with Just Ubuntu and I have the bios password
protected. Ubuntu is set to sync via the internet time server and as of
late my time changes after I reboot. When I check the bios the time has
changed. Any one else know what's up? Dell told me there is a problem
with Ubuntu.
