Hi Steve,
What you described with systemd-resolved and the resolver on the
loopback interface looks to be the issue.
Adding the rule allowing dns on 127.0.0.1 solved the issue.
I'll mark the bug as "invalid", at least I think that's the correct
status for this.

Also, given that nftables is configuring netfilter in the kernel, it
would probably be helpful to identify which kernel version you saw this
with.
