After further investigations I see that the problem only exists when I
use the taksbar of type "icons with running programms". When I use the
taskbar type "only icons" then Discover starts properly.

I checked again on the console when opening with "sudo plasmadiscover".
I get this message:
Place your right index finger on the fingerprint reader
QStandardPaths: XDG_RUNTIME_DIR not set, defaulting to '/tmp/runtime-root'
QStandardPaths: XDG_RUNTIME_DIR not set, defaulting to '/tmp/runtime-root'
I noticed also that when I use "sudo plasma-disover" the program starts
and brings this message on the commend line:
