I did some research and found the following upstream issue:

because of missing programs from the suggested packages. Cannot remember
which one it was now.

It looks like you are correct. But is there a specific reason this is
causing an actual problem for you? Otherwise, it looks like this is
extremely low priority to fix.
amavisd-new packaging is derived from Debian
Thanks for reporting.
I can confirm that the missing packages are still suggested by amavisd-
new 1:2.11.1-2ubuntu1 on Ubuntu Groovy
