Public bug reported:

Please sync mysql-8.0 8.0.21-1 (main) from Debian unstable (main)

Comparing this branch to the current Ubuntu archive, I see the following
differences, all of which I think are safe for sync:

 * rapidjson embedding becomes unconditional for both Debian and Ubuntu
   and explained in debian/README.Maintainer.

 * mysqlx-bind-address becomes defaulted to 127.0.0.1 in Debian, which
   is also appropriate for Ubuntu.

 * debian/patches/fix_mariadb_charset_segfault.patch in Debian is
   equivalent to debian/patches/charset_file_crash.patch in Ubuntu.

 * debian/patches/fix_expired_test_certs.patch in Debian is a cleaner
   way to resolve the problem that is done with a hack in debian/rules
   in Ubuntu.

 * main.mysql_client_test and main.mtr_unit_tests are disabled in Debian
   due to being unstable, which is also appropriate for Ubuntu.

 * The protobuf library is switched to "system" rather than the default
   "bundled" and build depends added, which is also appropriate for
   Ubuntu.

 * The license-problem-non-free-RFC-BCP78 lintian override is added in
   Debian, which is also appropriate for Ubuntu.

 * debian/watch is updated in Debian, which is also appropriate for
Ubuntu.

 * update-maintainer is run in Ubuntu, which disappears when synced as
usual.
