I am also having this issue on a fresh install of 21.04:
* Occurs when booting with a USB stick already plugged in.
* Does not occur if booted without the USB stick.
* Does not occur if booted without the USB stick, then plugged in post-boot.

The difference here is that I do have a disk mounted automatically via
/etc/fstab when booting, but both show-mounts enabled and disabled are
delayed.
