Thunderbird use "RNP software" for processing keys and it has some limitations,
i.e. some types of keys are not supported. E.g. "Certain keys that are
incomplete, for example those using an offline primary key."
It appears to be Thunderbird related and not directly linked with Ubuntu.
I'm running Arch Linux and today with recent Thunderbird upgrade I got the same
behavior.
I may say that OTRLib.jsm is not connected with the problem. Yes, dependency on
'libotr' is missing - I fixed it manually and have no
Status changed to 'Confirmed' because the bug affects multiple users.

I started thunderbird in the console to get some more info.
WHile tryiong to "Decrypt and open" the attachment, the console says:
