As the message says, a user account is required to run geoipupdate. This wasn't
always the case, but changed on Dec 30th, 2019 (over a year ago) which may be
why it surprised you:

I have it scheduled to run out of cron every Wednesday, today is the
first day it failed. I do not understand much about how this works, it
is used by a postfwd script to detect botnet uses of the mail server and
force a password change if an account is compromised and used by them.
